성장growth

발전development
Development (발전) means growth, progress, or becoming better over time. People use it for cities, technology, countries, or a person's skills. In nature topics, it can also talk about how places change as people build more.
The difference
성장 is getting bigger or stronger, especially for people, animals, plants, or businesses. 발전 is broader and often means improvement or progress, like in a city, country, or technology.
