A 눈사람 means “snowman,” the figure people make by rolling snow into big balls. You usually see it outside after it snows. People often give it eyes, a hat, and a carrot nose.
The difference
눈사람 is a snowman, the figure you make from snow. It does not mean people staring at each other.
